Options for action
An order is not simply an order. Frequently, the persons giving and receiving
an order are not in the same place at the same time. Then the individual receiving
the order is on his own and must decide whether the order should be carried
out,
and how. An order is not always a detailed instruction, but it is always
a charge conferring the power to act. When an order is given, opportunities
